The use of force is sometimes necessary to preserve a nation. For example, without the Civil War America might still be divided. Also, this is proven by the fact that we have the police and government offices that were created to use violence to preserve a nation. Also, as was proven by England during the Revolutionary War, if you do not keep enough military power in some places, a part of your nation could end up splitting off from the whole.
I find that military prescence is often necessary to preserve a nation, whether it's how it's held together or to enforce the laws. If it hadn't been for the troop prescence in the colonies, we might have split off earlier or continued to not abide by the laws. Military is the ideal way to maintain control, because without a physical prescence there is no reason to obey a political prescence. If it hadn't been for the troops the South wouldn't have been loyal through Reconstruction. If a law isn't enforced it's as though that law doesn't exist. Once the troops were removed from the South after Reconstruction, Jim Crowe Laws were quickly created and enforced, unlike while the military was still there.
